It seem that from the implication that the story mission based on the interview, gameplay preview, and general comments from the PR, Community Leaders and Developers - is that Jacob will be more or less the focus. Evie will have several mission - but most likely - you'll be using Evie to do the sidequest mission, black box mission, and rift mission. Which is all optional.
