Did you do the Piri Reis missions? I think those unlock shrapnel for sale. At any rate, you can also get Splinter Bombs, and shrapnel by extension, by looting dead Janissaries with an empty Lethal Bomb pouch. Also, some of the Assassin Dens have shrapnel in the chests near the bomb-crafting station and some of the component chests scattered through Constantinople should have them too. | |||

Buying Shrapnel[edit source]
