Pinglu (平盧) was a circuit of Tang China.[1] By 754, General An Lushan had become the jiedushi of Pinglu, Youzhou, and Hedong, all adjacent territories.[2] Holding three military governorships simultaneously led to Lushan becoming a warlord powerful enough to challenge the Tang in 755 with his declaration of rebellion.[3]
