Revoloutionary Russia would be intresting or maybe the aftermath of it. With the Tsarevich Alexei Romanov as the assassin. Sounds a bit ridiculous I know but it would make for a good vengeance story (with the massacre of his family, Alexei is sworn to rid Russia of Communist Templars) and the game could go way into world war 2 and beyond. Maybe even play as him a little bit before his "supposed" death (maybe he was saved by an assassin?) like maybe you get to learn a few skills on the days leading up to his death (I don't how they would get around his haemophilia, but I'm sure they would make up something logical) and maybe the the game could end in the 1950s with the death of Stalin? AC4 would also be the longest AC game ever spanning up to 25 sequences. Of course there is a problem, Alexei is currently regarded as a "Holy martyr" in Russia and it would be hard to get around the whole Killing think (which is really not what Holy martyrs do) also in the modern day a new character should step into the animus but all the old characters from last game (Shaun, Rebecca and William) should also come back, maybe they need our new character to find out how to stop Juno. Something in Alexei's memeories, that shows Juno's weakness, does Alexei fight her?
