I would think, when they saw how great Brotherhood turned out, they went, "If we can make such a great game in just one year, then we could do it again..." I hope it that's not how it is though, becuase I'd rather wait 2 years for a great game then 1 year for something that might not even be worth it. Brotherhood was just lucky.
