For me they fired their guns normally, and after a certain point they were all using guns. Besides, they had to make it so the player would be able to get through the mission. If the enemies fired repeatedly until they needed to reload, the realism wouldn't even let you have a chance. You would be shot once, and stunned and shot while stunned until death.
