Cilicia is a geographical region in southern Anatolia and northwestern Levant, it extends more inland from the Mediterranean Sea on its northeastern coasts. Formerly part of the Seleucid Empire.

In 200 BCE, after the collapse of the Seleucid Empire, a power vaccuum was left in the area. And the western regions of Cilicia soon turned into a pirate stronghold. They became one of the most successful pirate empires in the Mediterranean area.[1]
By 100 BCE, they had grown so powerful that they were able to thwart any attempt to destroy them, including one such attempt from Marcus Antonius Creticus. Their strength persevered for several more decades.[1]
