Any time setting or place in history they use will definitely need to be done a certain way to make it work. Fire arms are a terrible inclusion into the universe for a modern setting as it cheapens the effect. Limited ammunition and slow rate of fire to make it not abused would be the only real way to go with it.

As for Ghandi.. I don't think I could see him portrayed as an assassin at all. He protested British rule by starving himself of all things. As far as his back story goes, he went to London to attend school to learn to be a Barrister. Upon completion and return to India he found that his mother had died. An attempt to open up a law practice failed as he was too shy in court. This was just learned from a quick read on the wikipedia article about him.

I agree with Robin Hood as a decent inclusion as there is a legend meaning that it was most likely based on a real person. Sherlock Holmes on the other hand is completely fictional unfortunately. Sir Arthur Conan Doyle would be a fantastic inclusion though as he created Holmes. His intuition and observation perhaps inspired by an assassin comes to mind. Harry Houdini would also be a decent inclusion of a character. He was for a time a friend of Doyle's up until 1920 when he started debunking spritualist frauds. This setting would be a WW1 one however so they'd probably not want to pull it through.
