Let's be honest, no-one I know particularly loves Liverpool, but that doesn't deny the fact that along with London, Manchester, and perhaps a few other British cities (I can't think of too many more off the top of my head), it was an industrial powerhouse during the 18th and 19th centuries. This would make it a relevant place to visit in a Victorian-era game.
