Your point about the dual hidden blades was exactly the point I was trying to make. Thank God I'm not the only one thinking this way. As for other cities, well, Paris is the one city where most of the notorious French Revolution events happened. But I'm considering to put the Vendée and Nantes in it too. If you read a bit about revolts against the Revolution, you can see that this area played a significant role. However, that would maybe serve better as a side storyline for DLC, to keep the focus of the main storyline on what happened in Paris.

You're making a good point about the switching in open conflict. Chases would be come too easy too, now that I think of it. I'd say it's better to disable switching in open conflict outside of main missions. I personally don't like alternating between personas with every sequence; sure, they have their own side storylines, but switching between them with every sequence would mean that you would constantly have to switch to the storyline of the other. This only hinders understanding a persona's storyline and seeing the bigger picture.
