You said he was the first who THOUGHT of teaming up with the Assassins, but he failed in actually doing it. If he succeded in uniting the Templars and Assassins he would of had a stronger legacy, but he failed. If he succeded in finding the Grand Temple he would have had a stronger legacy, but he failed. He did build up the Colonial Templars only to watch them die by his sons hand. Don't get me wrong I love Haytham's character but in terms of acheivments he is a huge FAILURE compared to the other people on that list. Even Cesare Borgia have a stronger legacy than Haytham as the Templars use him as an example of how not act. His legacy is probably bigger for the Assassins as he produced Connor who strengthened the Colonial Assassins.
