I see it as vidic expanding the animus project, by using the general public, it would probably have more limitations than the animus abstergo and the assassins are using, all tied in to the abstergo network so they can monitor record and possibly limit exposure of the templars etc if somebody started getting too close.

maybe also being used as a primer for their eye abstergo brainwashing by further controlling media and information, peoples beliefs of history; new methods for what they have already been doing for centuries.
