Anon provided a good idea aswell, they could be allies to the Assassin's, and as a added bonus they framed Jack for it.

And maybe the Templars actually don't know how he looks like, but to raise public awareness and frame him, they killed the 5 women, nailing 2 birds with 1 stone.
