Tokugawa wouldn't really be a good antagonist, considering historically he had his life saved by Hattori Hanzo, a real life Ninja. I'm thinking he would be more like a Lorenzo Di Medici character, and someone like Takeda Shingen or Akechi Mitsuhide, who was killled by a pesant historically.
