You can pre-order olnine or purchase at your local game store.

Not sure about India but maybe others here will answer that.

Depends on how you pre-order. If you order online you pay everything upfront (including delivery) via credit card or if you order from a store you may only have to put a down payment to ensure you will purchase it. (always get a receipt!)

Depends on the retailer. I payed for day of release delivery and I am supposed to get it then but last year it was delayed by a few days (even though they garuanteed day of release delivery)....
