We would not be limited to only Whitechapel, and a part of how it would work is that we do not know who he is. The team could take several liberties and shape the character as they like.

The Whitechapel would be a explorable area, but other parts of London too. I think what would be cool is if you are in Whitechapel, awareness/notoriety is higher than usual. As they are after you.

And Nightstalker does look very Jack-ish, but until we can know how he killed his victims, the link is not too strong.
