I'll have to check the Outside thing. Yea, she says some of her old passwrods from Abstergo still work.

Yes, that's my interpretation, but it fits with what Lucy was tasked to do. Infiltrate the Assassin's, work toward getting the Apple, once retrieved, she is supposed to steal it and take it to the Templars, thus netting the Templars a win and bringing them closing to their world domination/Eye-Abstergo plan.
