Also, are we still doing this? Because it seems that due to lacking an official procedure for enacting new policies (and in fact, it appears we have barely codified our existing policies), we might never implement this.

Though it is fine if we never do, I feel bad for having had this discussion without seeing it to fruition, especially given the hard work of Roger Murtaugh here in initiating it and trying to implement the first steps for the transition.
