It's in one of the golden treasure chests - you can purchase a map for all treasure chests, so it shouldn't be too hard to find (provided you have enough money). I picked it up myself last time I played, but I can't remember where it was. I'm thinking it was the City of London borough, but I can't be more specific ^^; Good luck on finding it!
