Sure, Syndicate was better, but with Unity, that was hardly a large hurdle to jump. At this point, it is pretty much undeniable that annualization is hurting the quality of the games (as well as gamers' excitement for them). Also, given Ubisoft's track record (AC3 -> Black Flag -> Unity/Rogue -> Syndicate), there's no guarantee that the next game would be better. What the development teams need is more time.
Definitely agree. Syndicate was great in so many ways and aside from a few nitpicky things the only thing that really hurt the game for me was the annualisation - as it both reduced the amount of game content (what with things like the present day gameplay being cut for production costs) and hurt the series' reputation so that tired out players couldn't enjoy it for what it was worth.
