I think he doesn't mean that the Staff can change its shape, but they have multiple shapes and forms. For example, the Papal staff and the Tsar's. The first is large and big, the second is short and small, meaning that there're multiple staves out there.
With the Trident could just be like that, giving hints that Alexander's staff was indeed the Trident... BUT NOOOOO. That's the only thing I criticize from the author's: he takes legendary objects too literal.
