We have no idea when social stealth was integrated into the Assassin Brotherhood, for all we know, that would have been implemented later on. You can still hide, but I think they took away that aspect from a gameplay point of view, it doesn't seem like there will be crowds as in previous titles, so blending would be very difficult. Populations were spread out in Ancient Egypt, and likewise, other countries at the time. This sense of crowds didn't happen until the Renaissance, at least, when people became wealthier and could thus travel more often.
