Absence in AC Rogue

Hello there, i am very aware of the absence of the spanish ,portuguese, and the russian navies. can someone tell me why?

Neither of those empires had any territory Northeast America. And again, what would the game need a patch for? Almost none of those things you listed were glitches or bugs.--Bovkaffe (talk) 11:07, April 3, 2015 (UTC)
