The Instruments of the First Will are a collective of unknown size whose primary mission is the release of Juno – by freeing from her imprisonment in the Grand Temple – onto the world.

In operation around 2013, one of the the Instruments of the First Will's primary agents was John the Sage; a reincarnation of Aita, who was a member of the First Civilization and the husband of Juno.
