The Instruments of the First Will are a collective of unknown size whose primary mission is the release of Juno, free from her imprisonment in the Grand Temple, onto the world.

In operation around 2013, one of the the Instruments of the First Will's primary agents was John the Sage, a reincarnation of Aita, a member of the First Civilization and the husband of Juno.
