Bureaus are strategically spread throughout Baghdad to serve as command centers for the Hidden Ones. Secreted within busy neighbourhoods and crowded districts, these posts are critical for the gathering of intelligence and the deployment of Hidden Ones operatives. All Main Quests in a given territory will start from that area's designated Bureau.
