Cutter was the personal assistant of Silas Thatcher. He was known to be a very cruel man, and was said to have advanced along the ranks under Silas for that reason alone. His cruelty was well known among most Regulars serving in the same area, as a pair of them were seen talking about him, and one suggested not buying any meat the next day, as Cutter was seen dragging along a man.
