Cavanagh was a director of the Metropolitan Railway of London, who was involved in the construction of the World's first underground railway during the Victorian era.

In 1862, after his subordinate Marchant warned him that a body had been found on the construction site, Cavanagh arrived as Frederick Abberline was begining his investigation. To Abberline who showed him the body of Robert Waugh, Cavanagh told that he didn't knew the man, but Jayadeep Mir, who at the time was posing as a worker on the site, saw that despite his talent for hidding his true feelings, Cavanagh was lying.
