It doesn't have to be a hot war. AC II (except for in Brotherhood) didn't have a real hot war that it was set in. People did die all the time through out, but in a very covert way in which many nations participated in, on their own levels (death of a few for the good of the many sounds a lot like AC). Which lead to major coups in auxiliary nations, such as what was demonstrated in Chile through Glyphs. But it could turn into an international L.A. Noire...
