Considering that it's Humanity's home planet and had the largest concentration of reapers around it, it actually was important. I think 'Take Earth Back' was just there because it had high modality. Most Mass Effect fans cared more about the krogan and Rannoch than taking Earth back. A lot of video game trailers use phrases simply because they have high modality or sound cool, e.g Darksiders II's trailers seem to be fond of using cool sounding tag liens for the sake of having cool sounding tag lines.

That said, it is always cool when the tagline sounds cool and actually says something about the game, like Shadow of the Colossus with "Some mountains are scaled. Others are slain." or Halo 3's simple "Finish the fight."

Rise can be interpreted as mainly rising against oppression (not just the colonists, but everyone), but it is still kind of generic.
