Getting into Tokapi undetected wasn't necessarily difficult for me. Except for the last time where you have to sneak in and not kill anyone. (You can either hire Romani or hide in bushes). Every time I come across guards I can't get by simply by walking then I get this impulse to simply throw a smoke screen bomb and kill them. Usually I'll just freerun over a building and get past them. However, I'm sure everyone can say that when the guards on the roofs tell you to get down, you just want to lodge a well placed throwing knife at them.
