As far as I know, only in certain terms. I assume you won't be able to hire the hunters for example, but clubs will approach you once you've done enough stuff in their favour (hunting for example, probably similar to the guild challenges) and give you side missions, similar to the fraction missions in Brotherhood. They will also award you with special items once you've completed their final mission.
