Well firstly, The Grand Temple is located in New York. Secondly at the end of Revelations Desmond and the other assassins are in New York near the Grand Temple. So it would make sence for the assassin to be from the surrounding area, unless you want an assassin from Japan, Egypt and France to come to America. Also, have you seen how many people want an Assassin from Japan or China. So that they can play as a ninja assassin and the Assassin's are NOT Ninjas.
