Um... Splinter Cell (the newer iterations) are good examples of how it could be, and they aren't shooters, unless you choose for them to be; they are stealth games at their core.
And Watch Dogs is pretty much a modern day Assassin's Creed without assassins (though this is only based on what I've seen so far), and it doesn't look like a shooter. Also, be logical; if you seriously think that assassins would continue to use methods and tactics from the Renaissance in the modern times, you are delusional; assassins using guns in the modern times is inevitable.
