I find AC games work better if the timeframe they're in have an established government in the background, rather than something getting destroyed or created. AC1 had Saracen and Crusader rule in the cities, AC2 didn't have any major conflicts happening on the forefront, ACB was the established Borgia rule, ACR was established Ottoman rule, AC4 has the established Pirate Republic on Nassau and Government presence on the other islands.

Only AC3 was with a transitional period on the forefront, and it was shit. The time of Seven Years War during Haytham's chapters were much better, being time of relative peace on the forefront.
