Control leads to revolts and revolts lead to death.

Complete freedom lead to crimes, war and wrong decisions.

Even though it does fall more to the Assassin ideology, they dont see to want control the dark side of the people, they just want them free and do has they wish, even if it means war and crimes. That where the Templar ideology comes: Do you simply free dangerous dogs and hope they dont hurt anyone? No, you need to watch them carefully and stop them from doing anything wrong to others. Unfortunately, is the same thing with the people.
