Dude, they're not five year-olds who need to be told what to do. They are already stopping people from uploading unnecessary photos before Wikia actually tells them to because many of those photos aren't actually used in pages and some are, as Jasca said, just plain useless.

And one more thing: the "Nothing is true, everything is permitted" quote doesn't apply in the real world.
