I don't think west should necessarily refer only to Europe and America. Given Japan's location, the west could also refer to countries to the west of Japan, such as China and India. So the protagonist could be from either of those countries. I'm pretty sure that the Assassins would have established brotherhoods in both of those countries by the time they got to Japan.

That said, given that people link the tactics of the ninja come from the Chinese book, "The Art of War", I think a Chinese Assassin sent to establish the brotherhood in Japan wouldn't be too much of a stretch. Then you could say the ninja adopted Chinese Assassin tactics.

Strangely enough, my reasoning for bringing this up comes from me reading a good old story called "Journey to the West". I recommend it to anyone who loves folklore...or Dragon Ball.
