Those people are most likely some individuals that stumbled upon the PoE and since they were neither Templar or Assassins they didn't quite grasp what they had so they simply used their "power" and their feats were branded miracles. Like you can see, when it involves Templars or Assassins the PoE are never used for some kind of show off, always doing the PoE stuff behind scenes.
