Assassin's Creed: Brotherhood didn't have conspiracies either. And you can't say if a country "has conspiracies" or not, it's a little vague. And Assassins aren't ninja, ninja are a type of specialized assassin but are their own distinct group; not every Japanese assassin is a ninja. Having an AC game in Japan wouldn't make it Ninja's Creed.
