Well AC generally focuses on hand to hand combat (or at least non shooter gameplay) and I don't think anyone wants to see AC turn into a historical shooter game, you already have that with Call of Duty, oh and Desmond won't be there so no need for new skills for him (honestly felt like he didn't that much though). WW II is being pushed off cause of games/media just like CoD and so on. But you do have options with Germany.
