No, the author, John L. Beiswenger, is specifically asking for Assassin's Creed 3 to not be released.
However, it won't happen, since the series is dependant on being released before December 12, 2012 as the storyline would be rendered useless in the tension department if it passes that date. Kind of like an expiry date on perishable food, I suppose.
There's also the fact that you can't copyright ideas when it comes down to story concepts.
