TheRaiden Skin can be unlocked in Assassin's Creed: Brotherhood by finishing all the training sessions in the Animus Virtual Training Program with at least a Bronze Medal.
Rather than being Raiden, when equipping the outfit, Ezio will wear the outfit as himself. That means that he still has his face intact (more visible during cut-scenes), and that there's a pony tail sticking out from the back.
