The Royal Guards were the personal guards of Queen Victoria. They guarded Buckingham Palace and other various restricted areas.
After Crawford Starrick is killed, The Royal Guards will not pursue you or kill you if your in Buckingham Palace (as it was restricted before) however will attack you if you do something suspicious.
