Francis Russell, 4th Earl of Bedford (1587 – 9 May 1641) was an English nobleman and politician.

In 1627, Russell inherited a parcel of land in London and hired an architect to design and construct a piazza on it, setting up the space for what would become the Covent Garden market.[1]
