In AC2, there 're no achievements for completing Sequence 12 and 13, the DLCs. So I think it's something like the "Bleeding Effect" achievement in AC2. You will rest for a while after a long time in the Animus. But since the achievement's title is "Technical Difficulties", I think there's some problem with the Animus that prevent you from continuing (out of power, lack of hi-tek stuff, Abstergo hack into the Animus system, or something like that) and Desmond have to solve them
