Stirling Fessenden (29 September 1875 – 20 September 1943) was an American lawyer who practised in Shanghai. He served as chairman of the Shanghai Municipal Council from 1923 to 1929 and later as Secretary-General of the Council from 1929 to 1939. He was also the Grand Master of the Shanghai Rite of the Templar Order.
In 1927, at the height of tension between the various factions vying for control over China, the Shanghai Rite were sent the aid of Darius Gift to help recruit Chiang Kai-shek into the Order and of the Black Cross to ensure control over China.
