Officials appear in Assassin's Creed II.
When Ezio commits crimes or assassinations, this causes officials, who are normally respected members of the society, or on rare occasions are guards, to declare that they have personally witnessed Ezio committing the crimes they attribute to him, without being true witnesses.
They are involved in the Notoriety system and killing one will silence them permanently, lowering your notoriety by 75%.
