Konstantin Eduardovich Tsiolkovsky was a Russian scientist in service to both the autocratic Tsars and their Soviet successors. At one point he wrote a book entitled The Will of the Universe, in which he put forward his theory on 'panpsychism'. In his works, he argued that humans would eventually colonize the Milky Way galaxy.
In Assassin's Creed: The Fall, a copy of the book is shown to reside in The Mentor's Dubai facility.
