Konstantin Eduardovich Tsiolkovsky was a Russian scientist in service to both the autocratic Tsars and their Soviet successors. At one point he wrote a book entitled The Will of the Universe, in which he put forward his theory on 'panpsychism'. In his works he argued that humans would eventually colonize the Milky Way galaxy.
